Fiscalization 2.0
and mandatory e-Invoices.

Since 1 January 2026, e-Invoices have been mandatory for VAT payers, and from 1 January 2027 they will be mandatory for all businesses in B2B transactions. Here's what has already changed, what's still coming, and how POS Boss is already ready.

FINA digital certificate

A prerequisite for sending and receiving e-Invoices. The deadline has passed — anyone who still doesn't have one should obtain it from FINA as soon as possible to avoid any interruption in issuing or receiving e-Invoices.

Mandatory e-Invoice issuing and receiving (VAT payers)

Businesses in the VAT system are already required to issue and receive e-Invoices in B2B transactions. Businesses outside the VAT system are already required to at least receive them.

Issuing obligation extends to small taxpayers

Businesses outside the VAT system, which since 2026 have only had to receive e-Invoices, must also start issuing them for all B2B transactions from this date.

What is Fiscalization 2.0?

Fiscalization 2.0 is an upgrade to Croatia's fiscalization system that introduces mandatory electronic issuing and receiving of e-Invoices in B2B and B2G transactions, alongside the continued automatic reporting of transactions to the Tax Administration (CIS) via JIR and ZKI codes.

Since when have Fiscalization 2.0 and the e-Invoice obligation been in effect?

Since 1 January 2026, VAT payers have been required to issue and receive e-Invoices, while businesses outside the VAT system have been required to receive them (issuing becomes mandatory for them from 1 January 2027). Obtaining a FINA digital certificate was a prerequisite that had to be completed by 31 December 2025 — anyone who still hasn't done so needs to sort it out immediately in order to issue and receive e-Invoices.

Does POS Boss already work with Fiscalization 2.0?

Yes. POS Boss automatically generates a JIR and ZKI for every receipt and supports issuing and receiving e-Invoices in UBL 2.1 format through the FINA, SUPER, EPOS and moj-eRačun (MER) intermediaries — no extra software or manual entry required.

What if my receipt isn't fiscalized at the moment it's issued (e.g. no internet)?

POS Boss also works offline — the receipt is issued immediately, and fiscalization (JIR/ZKI) is sent to the Tax Administration automatically as soon as the connection is restored. Managers can see at any time whether there are unfiscalized receipts.

Do I need a special certificate or equipment for e-Invoices?

A FINA digital certificate is a mandatory prerequisite and is obtained directly from FINA. Once you link it to your POS Boss account, sending and receiving e-Invoices happens automatically through the system — no additional equipment needed.
